Mr. Barker received his Bachelor of Arts degree in Biology with Honors from Biscayne College, located in Miami, Florida. He attended Florida State University, School of Law, where he earned his Juris Doctorate degree in 1987.

Mr. Barker began his legal career as an Assistant State Attorney in Tallahassee, Florida, becoming a member of the Florida Bar in 1988. He then joined the Agency for Health Care Administration where he prosecuted various health-care providers on behalf of the Florida Board of Medicine.

Presently, Mr. Barker has concentrated his practice to defending claims involving medical malpractice, personal injury, and disciplinary actions against health-care providers.

As a member of The Florida Bar Speakers Bureau, Mr. Barker lectures primary and secondary school children on selecting law as a career. He also lectures physicians on how to avoid Board of Medicine investigations and complaints. Mr. Barker received  his Martindale-Hubbell AV Rating in 2007.  The "AV" designation represents the highest rating for legal ability and adherence to ethical standards, professional reliability, and diligence.

Mr. Barker was also recently elected to membership in the American Board of Trial Advocates (ABOTA) and the Palm Beach Chapter of ABOTA. This organization requires its members to possess high personal character, an honorable reputation and demonstrate proficiency as a trial lawyer.

Mr. Barker joined Adams, Coogler, Watson, Merkel, Barry & Kellner, P.A. in 1999, becoming a shareholder in 2004.
